If you put 3 nanofibers in the low slots, you can go about 475 m/s without the AB and avoid most of the damage. You orbit outside web range and use barrage to hit the target. Dont armor tank it... if you start to take armor damage, you will probably go pop after a few seconds anyway. Dont tank this ship - avoid the damage.
Fit a MWD and you'll hit 3k m/s. Good for escaping and catching. Play around with it, lose alot of them and you'll learn.

Frigates scare me when im in a stabber without nos. And I dont use a web either, because I feel a large shield extender is more useful. So if a frigate webs my stabber, its difficult to avoid getting killed.

T2 frigs are awesome for pvp, so if you have it and can afford to lose it, do it. :)

I dont fly t2 frigates myself, so I dont really know. Do the small guns have the range with barrage to stay outside web range?

No way 2 or even 3 frigs kann kill the cheapo-Vaga-fitting faster than they die!
Just a boost w. MWD to keep the transversal low, let loose the ACs (w. Barrage you'll hit up to 20km!) and the assaultlauncher and see them dropping fast.
Might get hairy w. some AF like the Retri (0 EM resistence!) but usually not a problem w. T1 frigs
I was thinking t2 frigates here, and I expect them to web the stabber. Small guns have better tracking than medium ones, so they will most likely hit the webbed stabber even when orbiting at full speed, while the medium guns will miss.
If the stabber has a web of its own, its a different story though. Then I would engage the frigate.
